Dr. Kelkar was the Chairman of a committee constituted for Revisiting & Revitalization the PPP Model of Infrastructure Development and the Chairman, Forum of Federations, Ottawa from January 2010 to March 2013. He was the Chairman of the Finance Commission in the rank of a Union Cabinet Minister, 2010. Earlier, he was the Executive Director for India, Sri Lanka, Bangladesh and Bhutan at the IMF. She has an under-graduate degree in Economics from Madras University and Masters Degrees from the Institute of Rural Management (IRMA) and Harvard University’s John. F. Kennedy School of Government.
